The premium lots are the hillside and boulder-view parcels of North Scottsdale, and they are the most constrained. The city's Hillside and Environmentally Sensitive Lands rules sharply limit grading and disturbance, expansive and collapsible desert soils complicate foundations, and the boulders and natural terrain that make the lot beautiful also make it hard.
